Una ciudad que ya superó los 800 mil habitantes no puede darse el lujo de no tener agenda. Cada problema que no se contempla cuando llega crece rápidamente. La ausencia de una visión de futuro y no conocer o ignorar los paradigmas que el mundo trabaja para lograr ciudades sostenibles, implica el riesgo de tener una ciudad cada día más marginal económica y socialmente.
